The concept of “Excellence Groups” introduced by the J&K Government was a visionary step aimed at preserving institutional memory and promoting continuity in governance.
However, its poor implementation highlights a recurring failure-good ideas dying in bureaucratic inertia. Frequent transfers and lack of follow-up mechanisms have rendered this initiative ineffective. Departments have either ignored the directive or shown complete unawareness, underscoring the need for robust monitoring and accountability.
Without enforcement, such reforms remain hollow promises. A digital dashboard tracking implementation and regular progress reviews could revive this initiative. If functional, Excellence Groups could evolve into dynamic advisory bodies guiding policy with insight and experience.
It is imperative that the Government not only issue circulars but also enforce them with seriousness. Otherwise, we risk losing institutional knowledge and repeating mistakes already paid for in time and resources.
